| Objective of the course :
|
|
The aims of the course are 1) to introduce the students to the main paradigms, theories and concepts of analysis of public action, 2) to teach the students how to use the given tools and the methodological approach in analyzing a public action in a specific field, and 3) to favour critical and ethical thinking considering contemporary mutations of public action. |

| Prerequisites :

Fundamental knowledge in political sciences. Knowledge of the institutional structures in Federal Belgium. |

| Course contents :
|
|
Related to the transformations of its object, marked by pluralization of its actors, instruments and intervention levels (regionalization, Europeanization), as well as a transformation of the action modes and public regulation (proceduralisation, contracting, evaluation
), analysis of public action grows away from a stato-centred, decisional and linear vision of the public policies to a broadened approach of construction and implementing process of public action. From a disciplinary point of view, analysis of public action lies at the confluence of several approaches of political sciences and sociology. The issues and themes discussed in class will be the following: - Definition and delimitation of public analysis as a discipline: history, object, research field; - History and historicity of public action (At a macro level: periodization of public action and contemporary characterisation; at a meso level: sequential approach of public action); - Types and configurations of the actors (institutional and emerging) of public action: administration, parties, interest groups, professional and users as policy makers; - Theoretical perspectives: « tools » approach, « cognitive » approach, « neo-institutionalist » approach, « actors » approach; - The scales of public (« multi-level governance »); - Evaluation of public action: Instruments and instrumentalization. |

| Teaching methods :

Professor Abraham FRANSSEN and Professor Yannick VANDERBORGHT give the lecture jointly. The presentation of the different approaches of public action is illustrated by case studies, especially in political sciences. |

| Assessment methods :
|
|
The final assessment is based on a written examination of two hours. This one includes theoretical and conceptual questions and an analysis to be done of a real situation out of the news. |
